一、指導思想(xiang)


以(yi)習近平新(xin)(xin)時代中國特色社會(hui)主義(yi)思(si)想為(wei)指(zhi)導,全(quan)面(mian)貫徹(che)落(luo)實黨的(de)二十大精神,立足(zu)新(xin)(xin)發(fa)展(zhan)階段,完整、準確(que)、全(quan)面(mian)貫徹(che)新(xin)(xin)發(fa)展(zhan)理念(nian),構建(jian)新(xin)(xin)發(fa)展(zhan)格局,深入落(luo)實“四個(ge)革(ge)命、一個(ge)合作”能源(yuan)安全(quan)新(xin)(xin)戰略(lve),圍繞(rao)實現(xian)“碳(tan)(tan)達峰、碳(tan)(tan)中和”目標,以(yi)科技創(chuang)新(xin)(xin)為(wei)內生動力(li),以(yi)市場機制(zhi)為(wei)根本依托,以(yi)政策環境為(wei)有(you)力(li)保障(zhang),以(yi)試(shi)點示范為(wei)重要抓手(shou),穩中求進推動新(xin)(xin)型儲能高(gao)質(zhi)量(liang)發(fa)展(zhan),形成新(xin)(xin)能源(yuan)增長、消納(na)和儲能協調有(you)序發(fa)展(zhan)的(de)良(liang)好格局,為(wei)加快構建(jian)清潔低碳(tan)(tan)、安全(quan)高(gao)效的(de)現(xian)代能源(yuan)體(ti)系(xi)提供有(you)力(li)支撐(cheng)。


二(er)、基本(ben)原則


統(tong)籌(chou)布(bu)局、有序發展(zhan)(zhan)。結合新(xin)能源發展(zhan)(zhan)實(shi)際,以(yi)滿(man)足(zu)電(dian)網(wang)調峰需求、提升電(dian)力系(xi)統(tong)安(an)全(quan)穩定(ding)水(shui)平為導(dao)向,強化頂層設計,合理確(que)定(ding)發展(zhan)(zhan)目標,科(ke)學布(bu)局重點項(xiang)目,積極有序推動(dong)新(xin)型儲能高(gao)質量發展(zhan)(zhan)。


創新(xin)(xin)引(yin)領、示范先(xian)行(xing)。堅持(chi)先(xian)易后難、以點帶(dai)面,發(fa)揮示范引(yin)領作用,促進儲(chu)能技(ji)術、應用場景(jing)和商業模式(shi)創新(xin)(xin),助力新(xin)(xin)型(xing)儲(chu)能技(ji)術革新(xin)(xin)、產(chan)業升(sheng)級、成本下降(jiang),有效支撐新(xin)(xin)型(xing)儲(chu)能產(chan)業可持(chi)續發(fa)展。


市場(chang)主(zhu)導、政(zheng)策(ce)(ce)驅(qu)動。充分調動各類市場(chang)主(zhu)體(ti)參與儲能發展(zhan)的積(ji)極性,鼓勵社(she)會(hui)資本投(tou)資建設,營造公平競爭的市場(chang)環(huan)境(jing)。結合源、網、荷不同應用場(chang)景,落實(shi)相關支持政(zheng)策(ce)(ce),促進儲能與傳統能源、新(xin)能源的融(rong)合協調發展(zhan)。


壓實責(ze)任(ren)、確保(bao)安(an)全。完(wan)善新(xin)型儲能項(xiang)目(mu)管理機制,規范項(xiang)目(mu)開發流程和建設標準,優化(hua)儲能項(xiang)目(mu)并(bing)網管理程序(xu)。嚴守安(an)全底(di)線(xian),落實產業鏈(lian)各環節安(an)全責(ze)任(ren),保(bao)障新(xin)型儲能項(xiang)目(mu)建設運行的全過程安(an)全。


三、工作目標


到2025年,實(shi)現新(xin)型儲(chu)(chu)(chu)能(neng)從商業化(hua)(hua)初(chu)期向規(gui)模化(hua)(hua)發(fa)展轉變,技術創新(xin)能(neng)力(li)逐步(bu)提高,產業體系進一步(bu)壯大,政策環境基(ji)本健全,市場機(ji)制和(he)商業模式基(ji)本成熟,新(xin)型儲(chu)(chu)(chu)能(neng)與電力(li)系統各環節深度(du)融合(he)發(fa)展。綜合(he)考慮我(wo)市電力(li)安全供(gong)應、系統調節能(neng)力(li)、電網和(he)用戶需(xu)(xu)求等情況,建設新(xin)型儲(chu)(chu)(chu)能(neng)電站(zhan)100萬千瓦,“十五(wu)五(wu)”新(xin)型儲(chu)(chu)(chu)能(neng)電站(zhan)規(gui)模進一步(bu)擴大,有(you)效支(zhi)撐新(xin)增新(xin)能(neng)源電力(li)調峰(feng)需(xu)(xu)求。


四、重(zhong)點任務


(一)推(tui)動新型儲能規模化發展(zhan)


1.大力發(fa)(fa)展(zhan)電(dian)(dian)源(yuan)(yuan)(yuan)側儲(chu)(chu)(chu)能(neng)(neng)(neng)(neng)(neng)(neng)(neng)(neng)。結合(he)電(dian)(dian)力系統(tong)運行和(he)新能(neng)(neng)(neng)(neng)(neng)(neng)(neng)(neng)源(yuan)(yuan)(yuan)開(kai)發(fa)(fa)需求,全面推(tui)廣“新能(neng)(neng)(neng)(neng)(neng)(neng)(neng)(neng)源(yuan)(yuan)(yuan)+儲(chu)(chu)(chu)能(neng)(neng)(neng)(neng)(neng)(neng)(neng)(neng)”,實(shi)現儲(chu)(chu)(chu)能(neng)(neng)(neng)(neng)(neng)(neng)(neng)(neng)與(yu)(yu)(yu)新能(neng)(neng)(neng)(neng)(neng)(neng)(neng)(neng)源(yuan)(yuan)(yuan)發(fa)(fa)電(dian)(dian)的深度融合(he),保障新能(neng)(neng)(neng)(neng)(neng)(neng)(neng)(neng)源(yuan)(yuan)(yuan)高效(xiao)消納利用。新增集中式風(feng)電(dian)(dian)、光伏發(fa)(fa)電(dian)(dian)項目按照規(gui)定比例(li)配(pei)置(zhi)儲(chu)(chu)(chu)能(neng)(neng)(neng)(neng)(neng)(neng)(neng)(neng)設(she)施(shi)(shi),鼓(gu)勵新能(neng)(neng)(neng)(neng)(neng)(neng)(neng)(neng)源(yuan)(yuan)(yuan)發(fa)(fa)電(dian)(dian)企業優先(xian)通過集中式獨立儲(chu)(chu)(chu)能(neng)(neng)(neng)(neng)(neng)(neng)(neng)(neng)共享容量(liang)方式滿足儲(chu)(chu)(chu)能(neng)(neng)(neng)(neng)(neng)(neng)(neng)(neng)配(pei)置(zhi)要求。新能(neng)(neng)(neng)(neng)(neng)(neng)(neng)(neng)源(yuan)(yuan)(yuan)企業配(pei)置(zhi)儲(chu)(chu)(chu)能(neng)(neng)(neng)(neng)(neng)(neng)(neng)(neng)容量(liang)未達到承諾比例(li)的,按照未完(wan)成儲(chu)(chu)(chu)能(neng)(neng)(neng)(neng)(neng)(neng)(neng)(neng)容量(liang)對應新能(neng)(neng)(neng)(neng)(neng)(neng)(neng)(neng)源(yuan)(yuan)(yuan)容量(liang)規(gui)模的2倍(bei)予以扣除,直至全部解網(wang)。積(ji)極發(fa)(fa)展(zhan)“常規(gui)電(dian)(dian)源(yuan)(yuan)(yuan)+儲(chu)(chu)(chu)能(neng)(neng)(neng)(neng)(neng)(neng)(neng)(neng)”,鼓(gu)勵煤(mei)電(dian)(dian)企業合(he)理配(pei)置(zhi)儲(chu)(chu)(chu)能(neng)(neng)(neng)(neng)(neng)(neng)(neng)(neng)設(she)施(shi)(shi),與(yu)(yu)(yu)燃(ran)煤(mei)機組協調(diao)配(pei)合(he)參與(yu)(yu)(yu)調(diao)峰、調(diao)頻等輔助服務。支(zhi)持利用退役火(huo)電(dian)(dian)機組既有廠址和(he)輸(shu)變電(dian)(dian)設(she)施(shi)(shi)建設(she)新型(xing)儲(chu)(chu)(chu)能(neng)(neng)(neng)(neng)(neng)(neng)(neng)(neng)或風(feng)光儲(chu)(chu)(chu)設(she)施(shi)(shi)。推(tui)動濱(bin)海新區(qu)(qu)(qu)(qu)臨港經濟區(qu)(qu)(qu)(qu)、寶坻九園(yuan)(yuan)工業園(yuan)(yuan)區(qu)(qu)(qu)(qu)、寧河現代產業園(yuan)(yuan)區(qu)(qu)(qu)(qu)等源(yuan)(yuan)(yuan)網(wang)荷儲(chu)(chu)(chu)一體(ti)化、多能(neng)(neng)(neng)(neng)(neng)(neng)(neng)(neng)互補項目建設(she),促進各(ge)類能(neng)(neng)(neng)(neng)(neng)(neng)(neng)(neng)源(yuan)(yuan)(yuan)資源(yuan)(yuan)(yuan)優化整合(he),提升系統(tong)綜合(he)運行效(xiao)率。(市(shi)(shi)發(fa)(fa)展(zhan)改革(ge)委、市(shi)(shi)工業和(he)信息化局、各(ge)區(qu)(qu)(qu)(qu)人民政府、市(shi)(shi)電(dian)(dian)力公司按職責分工負責)


2.因地制宜發展電(dian)(dian)(dian)(dian)網側(ce)儲能(neng)。在電(dian)(dian)(dian)(dian)網末(mo)端及供(gong)(gong)(gong)電(dian)(dian)(dian)(dian)能(neng)力不(bu)足的區(qu)域(yu)、輸(shu)電(dian)(dian)(dian)(dian)走(zou)廊或變電(dian)(dian)(dian)(dian)站站址(zhi)資源緊張地區(qu)合理布局建(jian)(jian)設(she)(she)新(xin)型(xing)儲能(neng),解(jie)決(jue)輸(shu)電(dian)(dian)(dian)(dian)阻(zu)塞、長距離輸(shu)變電(dian)(dian)(dian)(dian)工程(cheng)供(gong)(gong)(gong)電(dian)(dian)(dian)(dian)不(bu)經(jing)濟等問(wen)題,降低電(dian)(dian)(dian)(dian)網基(ji)礎設(she)(she)施(shi)綜合建(jian)(jian)設(she)(she)成本,提升電(dian)(dian)(dian)(dian)網整體供(gong)(gong)(gong)電(dian)(dian)(dian)(dian)能(neng)力和運行水平。結合重要(yao)電(dian)(dian)(dian)(dian)力負荷用(yong)戶(hu)實際需(xu)要(yao),在安全可靠(kao)前提下,建(jian)(jian)設(she)(she)移動式或固(gu)定式新(xin)型(xing)儲能(neng)作(zuo)為應(ying)急備用(yong)電(dian)(dian)(dian)(dian)源,提升系統應(ying)急供(gong)(gong)(gong)電(dian)(dian)(dian)(dian)保(bao)障能(neng)力。(市電(dian)(dian)(dian)(dian)力公司)


3.靈活(huo)發(fa)展(zhan)用(yong)戶側儲能(neng)(neng)(neng)(neng)(neng)。針對工(gong)業、通(tong)信、金融、互(hu)聯網(wang)等對供電(dian)可靠性(xing)、電(dian)能(neng)(neng)(neng)(neng)(neng)質量要求(qiu)高的電(dian)力(li)(li)(li)用(yong)戶,根(gen)據系統運行需要合理配(pei)(pei)置新(xin)型儲能(neng)(neng)(neng)(neng)(neng),提升電(dian)力(li)(li)(li)自平衡能(neng)(neng)(neng)(neng)(neng)力(li)(li)(li),降低大(da)電(dian)網(wang)調(diao)峰調(diao)頻壓力(li)(li)(li)。支持聚(ju)合利用(yong)不間斷(duan)電(dian)源、電(dian)動汽車(che)、用(yong)戶側儲能(neng)(neng)(neng)(neng)(neng)等分散式(shi)儲能(neng)(neng)(neng)(neng)(neng)設施,依(yi)托大(da)數據、云(yun)計算(suan)、人工(gong)智能(neng)(neng)(neng)(neng)(neng)、區塊(kuai)鏈等技(ji)術,探(tan)索智慧能(neng)(neng)(neng)(neng)(neng)源、虛擬(ni)電(dian)廠等多種商業模式(shi)。鼓勵圍繞(rao)大(da)數據中心、5G基站(zhan)、工(gong)業園區、公(gong)路服(fu)務區等應用(yong)場景(jing),依(yi)托分布式(shi)新(xin)能(neng)(neng)(neng)(neng)(neng)源、微電(dian)網(wang)、增量配(pei)(pei)網(wang)等配(pei)(pei)置新(xin)型儲能(neng)(neng)(neng)(neng)(neng),探(tan)索儲能(neng)(neng)(neng)(neng)(neng)融合發(fa)展(zhan)新(xin)模式(shi)。(市工(gong)業和信息化局、市電(dian)力(li)(li)(li)公(gong)司(si)按職責(ze)分工(gong)負責(ze))


4.統(tong)籌布局(ju)集(ji)中(zhong)式獨(du)立(li)儲能(neng)(neng)。結合(he)電(dian)(dian)網調峰需要,在(zai)濱海新區經開(kai)區、大沽(gu)街和保稅區,武清區東馬(ma)圈鎮(zhen),寶坻區大唐莊鎮(zhen),寧河區東棘(ji)坨鎮(zhen),靜(jing)海區大邱莊鎮(zhen)、經開(kai)區等新能(neng)(neng)源相對集(ji)中(zhong)區域統(tong)籌布局(ju)一批集(ji)中(zhong)式獨(du)立(li)儲能(neng)(neng)電(dian)(dian)站(zhan)。集(ji)中(zhong)式獨(du)立(li)儲能(neng)(neng)電(dian)(dian)站(zhan)可分期實施,初(chu)期建(jian)設(she)(she)容量原則上不低于15萬千(qian)瓦,由(you)專業儲能(neng)(neng)投資運(yun)營企(qi)業建(jian)設(she)(she),可采用共(gong)享模式向(xiang)新能(neng)(neng)源項目(mu)提供容量租賃服務,獨(du)立(li)于新能(neng)(neng)源項目(mu)運(yun)行,接受電(dian)(dian)網統(tong)一調度。儲能(neng)(neng)投資運(yun)營企(qi)業自(zi)負盈(ying)虧,自(zi)行承擔電(dian)(dian)站(zhan)建(jian)設(she)(she)運(yun)營的(de)主體責(ze)(ze)任。(市發(fa)展(zhan)改革委、市工業和信息化局(ju)、各區人(ren)民政府、市電(dian)(dian)力(li)公司按職(zhi)責(ze)(ze)分工負責(ze)(ze))


(二)加快壯大新型儲能產業體系


5.推動關鍵技(ji)(ji)(ji)(ji)術研(yan)發示范。加大儲(chu)能(neng)(neng)(neng)技(ji)(ji)(ji)(ji)術裝備(bei)研(yan)發,圍繞低成本、長壽命、高(gao)安(an)全性、高(gao)能(neng)(neng)(neng)量密度的目標,以“揭(jie)榜(bang)掛帥”方(fang)式(shi)調動企(qi)業(ye)、高(gao)校及科研(yan)院(yuan)所等(deng)各(ge)方(fang)面(mian)力量,集中開展儲(chu)能(neng)(neng)(neng)理(li)論和(he)關鍵材料、單元、模塊、系統相關技(ji)(ji)(ji)(ji)術攻關,加快(kuai)實(shi)現核心技(ji)(ji)(ji)(ji)術自主化(hua)。積(ji)極推動電(dian)化(hua)學儲(chu)能(neng)(neng)(neng)、熱(冷(leng))儲(chu)能(neng)(neng)(neng)、飛輪儲(chu)能(neng)(neng)(neng)、壓縮空氣儲(chu)能(neng)(neng)(neng)、氫儲(chu)能(neng)(neng)(neng)等(deng)各(ge)類先進儲(chu)能(neng)(neng)(neng)技(ji)(ji)(ji)(ji)術研(yan)發和(he)示范應用(yong)(yong),加快(kuai)發展系統集成與(yu)智(zhi)能(neng)(neng)(neng)控制技(ji)(ji)(ji)(ji)術,逐步提升儲(chu)能(neng)(neng)(neng)在電(dian)力系統中的智(zhi)能(neng)(neng)(neng)化(hua)應用(yong)(yong)水平。(市科技(ji)(ji)(ji)(ji)局、市工業(ye)和(he)信息化(hua)局、市電(dian)力公司(si)按職(zhi)責(ze)分工負責(ze))


6.健全技(ji)(ji)術(shu)創(chuang)新(xin)(xin)體(ti)系。加快(kuai)建立以企(qi)業為(wei)主體(ti)、市(shi)場為(wei)導向、產(chan)學研(yan)用(yong)相(xiang)結合的(de)(de)儲(chu)能(neng)(neng)技(ji)(ji)術(shu)創(chuang)新(xin)(xin)體(ti)系。發(fa)揮政府引導和(he)市(shi)場能(neng)(neng)動雙重作用(yong),加強儲(chu)能(neng)(neng)技(ji)(ji)術(shu)創(chuang)新(xin)(xin)戰略性(xing)布(bu)局和(he)系統性(xing)謀(mou)劃,加快(kuai)創(chuang)新(xin)(xin)成果轉化(hua),提(ti)(ti)升(sheng)新(xin)(xin)型儲(chu)能(neng)(neng)領域創(chuang)新(xin)(xin)能(neng)(neng)力。支持(chi)天津大學國家儲(chu)能(neng)(neng)技(ji)(ji)術(shu)產(chan)教融合創(chuang)新(xin)(xin)平(ping)臺建設,鼓勵建設一批新(xin)(xin)型儲(chu)能(neng)(neng)技(ji)(ji)術(shu)分(fen)平(ping)臺和(he)重點實(shi)驗室。支持(chi)企(qi)業、科(ke)研(yan)院所開展新(xin)(xin)型儲(chu)能(neng)(neng)關鍵(jian)技(ji)(ji)術(shu)、布(bu)局應用(yong)、商業模式、政策機制等方面的(de)(de)研(yan)究工作,為(wei)新(xin)(xin)型儲(chu)能(neng)(neng)高質量發(fa)展提(ti)(ti)供(gong)科(ke)學決策。(市(shi)科(ke)技(ji)(ji)局、市(shi)教委、市(shi)發(fa)展改革委按職責分(fen)工負(fu)責)


7.完善新(xin)型(xing)(xing)儲(chu)能(neng)產(chan)(chan)業(ye)(ye)鏈(lian)條。培育和延(yan)伸新(xin)型(xing)(xing)儲(chu)能(neng)上下游(you)產(chan)(chan)業(ye)(ye),依托具有自主(zhu)知(zhi)識產(chan)(chan)權和核心競爭力的骨干(gan)企(qi)業(ye)(ye),推(tui)動(dong)新(xin)型(xing)(xing)儲(chu)能(neng)全產(chan)(chan)業(ye)(ye)鏈(lian)發展(zhan)。加強新(xin)型(xing)(xing)儲(chu)能(neng)制造企(qi)業(ye)(ye)與儲(chu)能(neng)項目(mu)建設企(qi)業(ye)(ye)對(dui)接,促成(cheng)一批產(chan)(chan)業(ye)(ye)上下游(you)戰(zhan)略合(he)作,以項目(mu)帶動(dong)儲(chu)能(neng)材料生(sheng)產(chan)(chan)、設備制造、儲(chu)能(neng)集成(cheng)、運行檢測產(chan)(chan)業(ye)(ye)發展(zhan),促進新(xin)型(xing)(xing)儲(chu)能(neng)產(chan)(chan)業(ye)(ye)規模化(hua)發展(zhan)。(市(shi)工業(ye)(ye)和信息化(hua)局(ju)、市(shi)科技局(ju)、市(shi)發展(zhan)改革委按職責(ze)分(fen)工負(fu)責(ze))


8.提升儲能系統的信息化和管控水平。鼓勵能量信息化技術研發應用,在確保網絡信息安全的前提下,推動儲能基礎設施與能源技術、信息技術的深度融合,逐步實現對儲能設施的能源互聯網管控。支持開放共享的分布式儲能大數據平臺和能量綜合服務平臺建設,依托信息技術和互聯網技術實現儲能設施和各種能源資源的優化配置,充分發揮儲能系統在能源互聯網中的多元化作用,提升能源系統經濟性、靈活性和可靠性。探索電動汽車動力電池電池清洗機)、入戶式儲能、不間斷電源等多種儲能資源的組合應用新模式,提高儲能設施的綜合利用效率。(市工業和信息化局、市科技局、市發展改革委按職責分工負責)

9.規范(fan)開(kai)(kai)發(fa)(fa)流程。新型(xing)儲(chu)(chu)能(neng)電(dian)站(zhan)(zhan)項(xiang)(xiang)(xiang)目(mu)(mu)(mu)(mu)實(shi)(shi)(shi)行屬地備(bei)案管理(li),各區(qu)(qu)將備(bei)案文件及(ji)時(shi)抄(chao)送(song)市(shi)有關部門。新型(xing)儲(chu)(chu)能(neng)電(dian)站(zhan)(zhan)項(xiang)(xiang)(xiang)目(mu)(mu)(mu)(mu)(不含用戶側(ce)儲(chu)(chu)能(neng))實(shi)(shi)(shi)行示范(fan)項(xiang)(xiang)(xiang)目(mu)(mu)(mu)(mu)管理(li),由市(shi)發(fa)(fa)展(zhan)改(gai)革委(wei)、市(shi)工(gong)業(ye)和信息(xi)化(hua)(hua)局(ju)、市(shi)電(dian)力公司統籌新型(xing)儲(chu)(chu)能(neng)建設(she)需求,會同各區(qu)(qu)形成示范(fan)項(xiang)(xiang)(xiang)目(mu)(mu)(mu)(mu)清單并滾動(dong)實(shi)(shi)(shi)施,市(shi)規劃資源局(ju)做好項(xiang)(xiang)(xiang)目(mu)(mu)(mu)(mu)規劃用地保障。各區(qu)(qu)負責新型(xing)儲(chu)(chu)能(neng)電(dian)站(zhan)(zhan)項(xiang)(xiang)(xiang)目(mu)(mu)(mu)(mu)的推(tui)動(dong)實(shi)(shi)(shi)施,督促示范(fan)項(xiang)(xiang)(xiang)目(mu)(mu)(mu)(mu)加快辦(ban)理(li)各項(xiang)(xiang)(xiang)建設(she)手續(xu),推(tui)動(dong)項(xiang)(xiang)(xiang)目(mu)(mu)(mu)(mu)及(ji)時(shi)開(kai)(kai)工(gong)建設(she),并按月(yue)匯(hui)總報送(song)市(shi)發(fa)(fa)展(zhan)改(gai)革委(wei)。對(dui)已(yi)完(wan)成備(bei)案并納(na)入(ru)(ru)示范(fan)項(xiang)(xiang)(xiang)目(mu)(mu)(mu)(mu)的新型(xing)儲(chu)(chu)能(neng)電(dian)站(zhan)(zhan),其配套(tao)接(jie)(jie)入(ru)(ru)電(dian)網(wang)(wang)工(gong)程視同納(na)入(ru)(ru)電(dian)力規劃。電(dian)網(wang)(wang)企業(ye)應為新型(xing)儲(chu)(chu)能(neng)電(dian)站(zhan)(zhan)項(xiang)(xiang)(xiang)目(mu)(mu)(mu)(mu)提(ti)(ti)供電(dian)網(wang)(wang)接(jie)(jie)入(ru)(ru)服務,協調(diao)推(tui)進(jin)配套(tao)接(jie)(jie)網(wang)(wang)工(gong)程實(shi)(shi)(shi)施,按照“簡化(hua)(hua)手續(xu)、提(ti)(ti)高(gao)效率(lv)”的原則,明確(que)新型(xing)儲(chu)(chu)能(neng)電(dian)站(zhan)(zhan)項(xiang)(xiang)(xiang)目(mu)(mu)(mu)(mu)并網(wang)(wang)流程,及(ji)時(shi)出(chu)具并網(wang)(wang)接(jie)(jie)入(ru)(ru)意見,做好并網(wang)(wang)調(diao)試(shi)及(ji)驗收等涉網(wang)(wang)服務。(市(shi)發(fa)(fa)展(zhan)改(gai)革委(wei)、市(shi)工(gong)業(ye)和信息(xi)化(hua)(hua)局(ju)、市(shi)規劃資源局(ju)、各區(qu)(qu)人民政(zheng)府、市(shi)電(dian)力公司按職責分工(gong)負責)


10.統一建(jian)設標準(zhun)。新(xin)型儲(chu)能電(dian)(dian)(dian)站應(ying)按連續(xu)充電(dian)(dian)(dian)時長(chang)2小(xiao)時及以(yi)上,系統工作壽命10年(nian)及以(yi)上,系統容量10年(nian)衰減率(lv)(lv)不(bu)超(chao)過20%,鋰(li)電(dian)(dian)(dian)池(chi)循環壽命次數(shu)不(bu)低于(yu)8000次,鋰(li)電(dian)(dian)(dian)池(chi)儲(chu)能電(dian)(dian)(dian)站交流側效率(lv)(lv)不(bu)低于(yu)85%、放電(dian)(dian)(dian)深(shen)度不(bu)低于(yu)90%、電(dian)(dian)(dian)站可用(yong)(yong)率(lv)(lv)不(bu)低于(yu)90%等(deng)一系列標準(zhun)進行建(jian)設。主要設備應(ying)符(fu)合國家新(xin)型儲(chu)能相(xiang)關(guan)標準(zhun)和技(ji)術(shu)要求,通過具有(you)相(xiang)應(ying)資質(zhi)機構的檢(jian)測認證,涉網(wang)設備應(ying)符(fu)合電(dian)(dian)(dian)網(wang)安全(quan)運(yun)行技(ji)術(shu)要求,杜絕配置儲(chu)能質(zhi)量差、利(li)用(yong)(yong)效率(lv)(lv)低等(deng)問題。中(zhong)大型儲(chu)能電(dian)(dian)(dian)站應(ying)選(xuan)用(yong)(yong)技(ji)術(shu)成熟(shu)、安全(quan)性能高(gao)的電(dian)(dian)(dian)池(chi),審(shen)慎選(xuan)用(yong)(yong)梯(ti)次利(li)用(yong)(yong)動力電(dian)(dian)(dian)池(chi)。(各(ge)區(qu)人民政府、各(ge)有(you)關(guan)企業)


11.實行(xing)分級分類管理(li)。電(dian)源側新(xin)(xin)型(xing)儲(chu)(chu)能(neng)項(xiang)(xiang)目應(ying)與(yu)主體項(xiang)(xiang)目同(tong)步(bu)確(que)定規模(mo)、同(tong)步(bu)規劃(hua)、同(tong)步(bu)設(she)計、同(tong)步(bu)投產。電(dian)網側新(xin)(xin)型(xing)儲(chu)(chu)能(neng)項(xiang)(xiang)目參(can)照常規電(dian)網項(xiang)(xiang)目的規劃(hua)建(jian)設(she)流程(cheng)管理(li)。用(yong)戶側新(xin)(xin)型(xing)儲(chu)(chu)能(neng)項(xiang)(xiang)目應(ying)納(na)入(ru)用(yong)戶主體項(xiang)(xiang)目規劃(hua)建(jian)設(she)管理(li)。獨(du)立建(jian)設(she)的新(xin)(xin)型(xing)儲(chu)(chu)能(neng)項(xiang)(xiang)目應(ying)在可(ke)行(xing)性(xing)研究報告(gao)中明確(que)建(jian)設(she)規模(mo)、技術(shu)方案(an)、接入(ru)系統、運行(xing)模(mo)式等(deng)內容,并經有(you)資質的評估(gu)機(ji)構論(lun)證后出具評審意(yi)見。各(ge)區(qu)(qu)應(ying)將儲(chu)(chu)能(neng)項(xiang)(xiang)目備案(an)、建(jian)設(she)情況及時納(na)入(ru)國(guo)家儲(chu)(chu)能(neng)大數據平(ping)臺管理(li),并對(dui)項(xiang)(xiang)目實施效果進行(xing)跟蹤監測,為后續項(xiang)(xiang)目建(jian)設(she)提供(gong)示范引領和有(you)益借鑒。(市發(fa)展(zhan)改革委(wei)、市工業(ye)和信息化局、各(ge)區(qu)(qu)人民政府、市電(dian)力公(gong)司按職責分工負(fu)責)


12.強(qiang)化(hua)建設運行(xing)(xing)管(guan)(guan)理。新(xin)型儲能(neng)(neng)(neng)電(dian)站(zhan)(zhan)應(ying)符合(he)國家相關(guan)要求,嚴格履行(xing)(xing)安(an)全、消防、環保(bao)等建設程序,電(dian)源側、電(dian)網(wang)(wang)側新(xin)型儲能(neng)(neng)(neng)和集中式獨立儲能(neng)(neng)(neng)電(dian)站(zhan)(zhan)應(ying)接(jie)(jie)受(shou)電(dian)網(wang)(wang)統一調度,具備自動(dong)接(jie)(jie)收(shou)調度指令(ling)能(neng)(neng)(neng)力。各區落(luo)實屬地責(ze)(ze)(ze)任(ren)(ren),統籌(chou)做好新(xin)型儲能(neng)(neng)(neng)電(dian)站(zhan)(zhan)建設、安(an)全運行(xing)(xing)管(guan)(guan)理。各部(bu)門按職(zhi)責(ze)(ze)(ze)落(luo)實管(guan)(guan)理責(ze)(ze)(ze)任(ren)(ren),強(qiang)化(hua)儲能(neng)(neng)(neng)建設、運行(xing)(xing)協同(tong)管(guan)(guan)理。電(dian)網(wang)(wang)企業(ye)應(ying)明(ming)確新(xin)型儲能(neng)(neng)(neng)并(bing)(bing)網(wang)(wang)運行(xing)(xing)標準(zhun)。儲能(neng)(neng)(neng)建設運營(ying)企業(ye)應(ying)落(luo)實質量安(an)全主體責(ze)(ze)(ze)任(ren)(ren),電(dian)站(zhan)(zhan)并(bing)(bing)網(wang)(wang)驗收(shou)前,應(ying)按照(zhao)要求完(wan)成主設備到貨抽檢(jian)、整站(zhan)(zhan)調試(shi)試(shi)驗和并(bing)(bing)網(wang)(wang)檢(jian)測;投產運行(xing)(xing)后,要加強(qiang)在線(xian)運行(xing)(xing)性能(neng)(neng)(neng)監測和評價,按程序向電(dian)網(wang)(wang)調度部(bu)門上傳運行(xing)(xing)信息、接(jie)(jie)受(shou)調度指令(ling),確保(bao)儲能(neng)(neng)(neng)電(dian)站(zhan)(zhan)的(de)運行(xing)(xing)時長(chang)、電(dian)站(zhan)(zhan)可用率等性能(neng)(neng)(neng)滿足并(bing)(bing)網(wang)(wang)承諾相關(guan)技(ji)術(shu)要求。(市(shi)有關(guan)部(bu)門、各區人民政府、市(shi)電(dian)力公司、各有關(guan)企業(ye)按職(zhi)責(ze)(ze)(ze)分工負責(ze)(ze)(ze))

13.支持新能(neng)(neng)(neng)(neng)源(yuan)租(zu)賃(lin)儲能(neng)(neng)(neng)(neng)。風(feng)電、光(guang)伏發電項(xiang)(xiang)目(mu)(mu)通過(guo)租(zu)賃(lin)集(ji)中式獨(du)立(li)儲能(neng)(neng)(neng)(neng)實現儲能(neng)(neng)(neng)(neng)配置(zhi)要(yao)求的(de),優先并(bing)網(wang)消(xiao)納。建立(li)健(jian)全集(ji)中式獨(du)立(li)儲能(neng)(neng)(neng)(neng)項(xiang)(xiang)目(mu)(mu)租(zu)賃(lin)容量(liang)機制,項(xiang)(xiang)目(mu)(mu)容量(liang)應在天津電力交(jiao)易中心登記并(bing)公(gong)平開放,面向全市(shi)新能(neng)(neng)(neng)(neng)源(yuan)企業租(zu)賃(lin)使用(yong),原(yuan)則上租(zu)賃(lin)合同(tong)有效期應不(bu)低于(yu)3年(nian),鼓勵新能(neng)(neng)(neng)(neng)源(yuan)企業與獨(du)立(li)儲能(neng)(neng)(neng)(neng)電站企業簽訂長期租(zu)賃(lin)合同(tong),租(zu)賃(lin)合同(tong)作為(wei)新能(neng)(neng)(neng)(neng)源(yuan)企業配置(zhi)儲能(neng)(neng)(neng)(neng)容量(liang)和(he)項(xiang)(xiang)目(mu)(mu)并(bing)網(wang)的(de)依據,新能(neng)(neng)(neng)(neng)源(yuan)租(zu)賃(lin)的(de)獨(du)立(li)儲能(neng)(neng)(neng)(neng)最(zui)遲可在新能(neng)(neng)(neng)(neng)源(yuan)項(xiang)(xiang)目(mu)(mu)并(bing)網(wang)半(ban)年(nian)內投運。(市(shi)工業和(he)信息(xi)化局、市(shi)發展(zhan)改革委、市(shi)電力交(jiao)易中心、市(shi)電力公(gong)司按職責分工負責)


14.完(wan)善(shan)獨(du)立儲(chu)能(neng)電(dian)(dian)力(li)市(shi)場和運行(xing)調(diao)(diao)度(du)機制(zhi)。支持獨(du)立儲(chu)能(neng)參與中(zhong)長期交(jiao)(jiao)易(yi)、現(xian)貨和輔(fu)(fu)助服(fu)務等各(ge)類電(dian)(dian)力(li)市(shi)場,加快完(wan)善(shan)相關交(jiao)(jiao)易(yi)機制(zhi)和交(jiao)(jiao)易(yi)規(gui)則。鼓勵新(xin)型(xing)儲(chu)能(neng)以獨(du)立電(dian)(dian)站、儲(chu)能(neng)聚合商、虛擬電(dian)(dian)廠等多種形式參與輔(fu)(fu)助服(fu)務。獨(du)立儲(chu)能(neng)參與電(dian)(dian)力(li)輔(fu)(fu)助服(fu)務交(jiao)(jiao)易(yi)時(shi),按照市(shi)場價格優(you)先出清。優(you)化調(diao)(diao)度(du)運行(xing)機制(zhi),對于獨(du)立儲(chu)能(neng)項目,電(dian)(dian)網企業(ye)應(ying)科學安排優(you)先調(diao)(diao)用,每(mei)年(nian)調(diao)(diao)用完(wan)全充放電(dian)(dian)次(ci)(ci)數原則上不低于300次(ci)(ci),保障獨(du)立儲(chu)能(neng)調(diao)(diao)度(du)頻次(ci)(ci)和利(li)用率,有效(xiao)發揮新(xin)型(xing)儲(chu)能(neng)作用。(市(shi)工業(ye)和信息(xi)化局、市(shi)電(dian)(dian)力(li)公(gong)司按職責分工負責)

16.完善(shan)金(jin)(jin)融(rong)財政支(zhi)(zhi)(zhi)(zhi)持政策。加強銀(yin)(yin)企對(dui)接,鼓勵金(jin)(jin)融(rong)機構加大(da)對(dui)新(xin)(xin)型(xing)(xing)(xing)儲能項(xiang)目的(de)信貸支(zhi)(zhi)(zhi)(zhi)持,并通過債權(quan)、股(gu)權(quan)、資產(chan)支(zhi)(zhi)(zhi)(zhi)持計劃等(deng)多種方式,支(zhi)(zhi)(zhi)(zhi)持儲能基(ji)礎設施(shi)及示(shi)范(fan)項(xiang)目建設,促進先進儲能技術(shu)推廣應用(yong)。結(jie)合首(shou)臺(tai)(套)技術(shu)裝(zhuang)備示(shi)范(fan)應用(yong)等(deng)支(zhi)(zhi)(zhi)(zhi)持政策,有效(xiao)利用(yong)現有資金(jin)(jin)渠道(dao),在新(xin)(xin)型(xing)(xing)(xing)儲能關鍵技術(shu)裝(zhuang)備產(chan)業(ye)化及應用(yong)項(xiang)目示(shi)范(fan)方面給(gei)予傾斜支(zhi)(zhi)(zhi)(zhi)持。鼓勵各(ge)類(lei)資本設立新(xin)(xin)型(xing)(xing)(xing)儲能產(chan)業(ye)基(ji)金(jin)(jin)及創(chuang)新(xin)(xin)創(chuang)業(ye)基(ji)金(jin)(jin),按(an)照(zhao)市(shi)場化原(yuan)則支(zhi)(zhi)(zhi)(zhi)持新(xin)(xin)型(xing)(xing)(xing)儲能創(chuang)新(xin)(xin)型(xing)(xing)(xing)企業(ye),促進科(ke)技成果轉(zhuan)移轉(zhuan)化。(市(shi)金(jin)(jin)融(rong)局(ju)、市(shi)財政局(ju)、市(shi)工(gong)業(ye)和信息(xi)化局(ju)、人民銀(yin)(yin)行天(tian)津分(fen)行、天(tian)津銀(yin)(yin)保監局(ju)、天(tian)津證監局(ju)按(an)職責(ze)分(fen)工(gong)負責(ze))


五、保障措施


(一)加(jia)強統籌協調(diao)(diao)。加(jia)強本方(fang)案與國家和(he)我(wo)市(shi)相關規劃的(de)(de)銜接,提高方(fang)案的(de)(de)科學(xue)性(xing)和(he)可操作(zuo)性(xing)。市(shi)發展(zhan)改革、規劃資源、工(gong)業(ye)和(he)信息化(hua)、住房城鄉(xiang)建設、應(ying)急管(guan)(guan)理、消防、市(shi)場(chang)(chang)監管(guan)(guan)、生態環境、金融、財政(zheng)等部門(men)按照職責分工(gong)落(luo)實落(luo)細方(fang)案任務,形(xing)成工(gong)作(zuo)合力(li),共(gong)同推(tui)動(dong)方(fang)案實施。建立健(jian)全(quan)市(shi)場(chang)(chang)化(hua)機制(zhi)(zhi),完(wan)善儲能(neng)市(shi)場(chang)(chang)化(hua)交易(yi)機制(zhi)(zhi)和(he)價(jia)格形(xing)成機制(zhi)(zhi),推(tui)動(dong)儲能(neng)逐步通過市(shi)場(chang)(chang)實現可持(chi)續發展(zhan)。強化(hua)部門(men)間的(de)(de)協調(diao)(diao)配(pei)合,積極落(luo)實新型儲能(neng)電站項目(mu)用地、接網條件,開展(zhan)重點項目(mu)調(diao)(diao)度管(guan)(guan)理,推(tui)動(dong)項目(mu)盡(jin)快開工(gong)建設、盡(jin)早投產(chan)見效。


(二)鼓勵(li)先行先試。鼓勵(li)各(ge)類市場主體充(chong)分發揮各(ge)自優勢,在構建(jian)(jian)新(xin)型儲(chu)(chu)能(neng)(neng)有序發展體制(zhi)(zhi)機制(zhi)(zhi)方面積(ji)極開拓創新(xin)、先行先試。各(ge)區可(ke)結合(he)實際,探(tan)索儲(chu)(chu)能(neng)(neng)技術路線,創新(xin)商(shang)業模(mo)式,研究出(chu)臺相關支持政策和改(gai)革(ge)舉(ju)措,及時(shi)總結可(ke)復制(zhi)(zhi)可(ke)推廣的(de)成功經驗和做法。對(dui)于先進新(xin)型儲(chu)(chu)能(neng)(neng)項(xiang)目(mu)(mu)(mu),優先列入市、區兩級重(zhong)點建(jian)(jian)設項(xiang)目(mu)(mu)(mu)予以(yi)推動。加強示(shi)范項(xiang)目(mu)(mu)(mu)事中事后管理,對(dui)隱瞞(man)情況(kuang)或者提供(gong)虛假資(zi)料(liao)的(de)、建(jian)(jian)設不達(da)標且整改(gai)仍達(da)不到要求的(de)及未能(neng)(neng)按期投運的(de)項(xiang)目(mu)(mu)(mu),適時(shi)終止示(shi)范。


(三)夯(hang)實(shi)發展(zhan)基(ji)礎。創新(xin)人才引(yin)進(jin)和(he)(he)(he)培養(yang)機制,依(yi)托天津大(da)學(xue)國家儲(chu)能產(chan)教融(rong)合(he)平臺,積(ji)極(ji)發揮天津市優勢教育(yu)資(zi)源,加強(qiang)(qiang)相關(guan)學(xue)科(ke)建設和(he)(he)(he)人才培養(yang),促進(jin)教育(yu)鏈(lian)(lian)、人才鏈(lian)(lian)和(he)(he)(he)產(chan)業(ye)鏈(lian)(lian)的有機銜接和(he)(he)(he)深度融(rong)合(he),形(xing)成支撐儲(chu)能產(chan)業(ye)發展(zhan)的智(zhi)力保(bao)障(zhang)體(ti)系。推動(dong)建立儲(chu)能產(chan)業(ye)聯(lian)盟或(huo)成立專(zhuan)家委(wei)員(yuan)會,加強(qiang)(qiang)行(xing)業(ye)自(zi)律,支持龍頭企業(ye)、科(ke)研院所(suo)、創新(xin)平臺參與主導(dao)新(xin)型儲(chu)能領域相關(guan)標(biao)準制定,為政(zheng)府決策提供專(zhuan)業(ye)支撐。加強(qiang)(qiang)宣傳引(yin)導(dao),擴大(da)示范帶動(dong)效應,吸引(yin)更(geng)多社會資(zi)源參與儲(chu)能技術研究(jiu)和(he)(he)(he)產(chan)業(ye)創新(xin)發展(zhan)。

該方案明確,新能源企業配置儲能容量未達到承諾比例的,按照未完成儲能容量對應新能源容量規模的2倍予以扣除,直至全部解網


到2025年,實現新型儲能從商業化初期向規模化發展轉變,技術創新能力逐步提高,產業體系進一步壯大,政策環境基本健全,市場機制和商業模式基本成熟,新型儲能與電力系統各環節深度融合發展。綜合考慮我市電力安全供應、系統調節能力、電網和用戶需求等情況,建設新型儲能(neng)電站100萬千瓦,“十(shi)五五”新型儲能(neng)電站規模進一(yi)步(bu)擴大,有效支撐新增新能(neng)源電力調(diao)峰需求。


鼓勵煤(mei)電(dian)企(qi)業(ye)合理配置儲能(neng)(neng)(neng)設(she)施(shi)(shi),與(yu)燃(ran)煤(mei)機組協調(diao)配合參與(yu)調(diao)峰、調(diao)頻等輔助服務(wu)。支(zhi)持利用退(tui)役火電(dian)機組既(ji)有廠址和輸(shu)變電(dian)設(she)施(shi)(shi)建(jian)(jian)設(she)新型儲能(neng)(neng)(neng)或風光儲設(she)施(shi)(shi)。推動濱海新區臨港經(jing)濟(ji)區、寶坻(chi)九園工(gong)業(ye)園區、寧河現代產業(ye)園區等源網(wang)荷儲一(yi)體(ti)化(hua)、多(duo)能(neng)(neng)(neng)互補項目(mu)建(jian)(jian)設(she),促進各類能(neng)(neng)(neng)源資(zi)源優化(hua)整(zheng)合,提升系(xi)統綜(zong)合運行效率(lv)。


新(xin)型儲能(neng)電(dian)站(zhan)(zhan)應按連續充電(dian)時(shi)長2小時(shi)及(ji)以上,系統工作(zuo)壽命(ming)10年及(ji)以上,系統容量10年衰減率不(bu)(bu)(bu)超過20%,鋰電(dian)池(chi)循環壽命(ming)次數(shu)不(bu)(bu)(bu)低(di)于(yu)(yu)(yu)8000次,鋰電(dian)池(chi)儲能(neng)電(dian)站(zhan)(zhan)交流(liu)側效率不(bu)(bu)(bu)低(di)于(yu)(yu)(yu)85%、放(fang)電(dian)深度不(bu)(bu)(bu)低(di)于(yu)(yu)(yu)90%、電(dian)站(zhan)(zhan)可用率不(bu)(bu)(bu)低(di)于(yu)(yu)(yu)90%等一系列(lie)標準進行建設。主要設備應符合國家新型儲能相關標準和技術要求,通過具有相應資質機構的檢測認證,涉網設備應符合電網安全運行技術要求,杜絕配置儲能質量差、利用效率低等問題。中大型儲能電站應選用技術成熟、安全性能高的電池,審慎選用梯次利用動力電池(電芯熱壓機)。


加強銀企對接,鼓勵金融機構加大對新型儲能項目的信貸支持,并通過債權、股權、資產支持計劃等多種方式,支持儲能基礎設施及示范項目建設,促進先進儲能技術推廣應用。結合首臺(套)技術裝備示范應用等支持政策,有效利用現有資金渠道,在新型儲能關鍵技術裝備產業化及應用項目示范方面給予傾斜支持。鼓勵各類資本設立新型儲能產業基金及創新創業基金,按照市場化原則支持新型儲能創新型企業,促進科技成果轉移轉化。
